
The World produces sufficient food for all human beings. Hunger does not exist due to the lack of food but to poverty and the inability to buy food, or due to land which is unproductive. The right to food obligates states to protect people against hunger, guarantees access to water and to existing food and to put into practice a political economy that guarantees the security of food in the long run. In times of need, sufficient food supplies should be made available. In armed conflict, hunger should never be utilized as a weapon.
